The Luxembourg National Data Service (LNDS) is an established and financed organization by the Luxembourgish government in November 2022. Our mission is to facilitate and promote the generation of value from public sector data in Luxembourg (and support at the Europe level), aligning with the government's vision to position the country as a leader in the data economy. 

Collaborating closely with public stakeholders and industry partners, we create data spaces to enable efficient and responsible data reuse, playing a vital role in establishing a thriving research and innovation ecosystem. As a provider of services, we support the sharing and reutilization of data for both public and private data partners. 

Additionally, we are committed to becoming a key contributor to the European Data Spaces, outlined in the European Commission's data strategy. By harnessing the potential of data, we aim to accelerate Luxembourg's economic, ecological, and societal transitions in smarter and more sustainable ways.

We are fast growing, from 7 initial employees to 15 in March 2023 and 28 in July 2023. We plan to grow up to 50 by the end of year 2023.

 Data Protection Officer

What you will do 

  • Provide expert advice, educate and give recommendations to employees on data protection requirements and interpretation or application of the data protection rules
  • Be involved, properly and in a timely manner, in all issues which relate to the protection of personal data
  • Have due regard to the risk associated with data processing operations, taking into account the nature, scope, context and purposes of processing
  • Draft new and amend existing internal data protection policies, guidelines, and procedures, in consultation with key stakeholders
  • Deliver training to all LNDS employees who are involved in data handling or processing
  • Provide advice towards data protection impact assessments
  • Conduct audits to ensure compliance and to address potential issues, internally and with our data processing partners
  • Report audit findings directly to the CEO and to the Board of Directors on their request
  • Maintain records/register of all data processing operations of the organisation
  • Serve as point of contact for data subjects
  • Serve as point of contact for data protection authorities and cooperate with these authorities as a facilitator
  • Participate in DPO Communities
  • Handle queries or complaints when requested by data subjects

Who you are

  • Master’s degree (or equivalent) in data protection regulations, ICT law, data processing, information security, computer science, software engineering or similar fields
  • 6 to 10 years of experience in data protection and legal compliance
  • Expertise in data protection laws and practices (national and European), including in-depth understanding of GDPR
  • Experience in interpreting these regulations practically: to reach organisational objectives safely and fully compliant
  • Experience with internal audit
  • Experience with risk management
  • Experience in the field of research and/or secondary use of data
  • Experience developing training material and success in training and mentoring others
  • Good understanding of information technologies and data security techniques
  • Ability to work effectively under pressure and to manage sensitive and confidential information
  • Solution-oriented and ready to take responsibilities
  • An organised and systematic approach with strong attention to detail
  • Strong integrity and high professional ethics
  • Excellent verbal and written communication skills in English and French
  • Working knowledge of one of Luxembourg’s official languages (German or Luxembourgish) is a plus
